On 11/27/2017 at 0123 hours, Officers were on patrol at the intersection of E. 2nd St and N. Market St. Officers observed a motorcycle and sedan accelerate at high rates of speed as the light changed green. A traffic stop was conducted on both vehicles. The operator of the motorcycle was identified as Salvatore Ferrara. Ferrara demonstrated numerous signs of methamphetamine use such as profuse sweating in freezing temperatures. Initial field sobriety testing confirmed this. A Drug Recognition Expert was contacted and also conducted an evaluation of Ferrara. The tests administered also indicated stimulant use, such as a resting heart rate of 140 beats per minute. Ferrara was taken into custody for driving under the influence. A search incident to his arrest found a small bag containing suspected methamphetamine residue. Ferrara later refused all chemical testing.
